It's a sad story.
She finally met him after she did what she couldn't take back.
She murdered someone.
I think she cried because she knew that he isn't that kind of person she's met so far in the end of the movie.
It's truly what 'helpless' means.

The original name of this movie is a lot different from the English version.
It's a buddhist word, which means a wagon in fire that takes evils to the hell.
It also means an unhappy life due to the poor in Japan these days.
The English name accounts for the reality she's in while the original one accounts for the reason she ended up living like that.
